How to read this index

We selected who to assess. The pool of 400 was drawn by us from public company registers and published project listings, using a single rule applied to every market: any developer with at least one completed residential project of twenty units or more handed over since 2015. It was drawn before any developer was approached. Nobody bought their way into consideration and nobody could apply.

Assessed developers pay a fee, and you should know that. The fee covers the cost of the assessment itself — record searches, site inspection, buyer contact. It is the same for every developer, it is charged before any finding is reached, and it is not refundable on a poor result. The assessment team is not told what any developer paid, and no fee, sponsorship or commercial relationship anywhere in the group has any bearing on a position. This is an issuer-pays model, the same one credit ratings operate under, and we would rather explain it here than have you discover it.

This is not a survey of the whole market. It ranks assessed developers only. A firm's absence from this list means nothing about that firm, and anyone citing this index as a complete picture of the region is misusing it.

We do not publish the underlying figures. Most developer performance data in this region is self-reported and unaudited, and presenting it as verified fact would overstate how solid it is. We use what we can substantiate to set the ordering, and describe what we found in terms we can stand behind.

That makes this an informed, sourced assessment — not an audit, and not a substitute for your own due diligence.

What we commit to

  • No position for sale.

Not to enter at a rank, not to move up, not to come off. Offers are declined in writing and the correspondence is kept.

  • Methodology published first.

Weights and criteria were on this site before assessment began and were not altered mid-cycle.

  • Every finding sourced.

Each statement in a profile traces to a record we can produce.

  • Everyone named gets right of reply.

All 50 were shown our assessment 21 days before publication. 7 corrections were submitted and 5 applied. Both numbers are published, every cycle, including when they are unflattering.

  • Nobody is named for failing.

The developers assessed but not ranked are not listed anywhere.

The top ten across Asia

One ranking, region-wide. A Bali villa developer is scored against a Da Nang high-rise builder on the same four criteria, because a buyer choosing between countries deserves a comparison that crosses them.

Entries marked Asia-wide are developers delivering across more than one national market. It is a description of their footprint, not a bonus — building in five countries earns no points on its own, though a group that has held its completion record while operating across several jurisdictions has usually demonstrated something a single-market builder has not been tested on.

1

Tirta Selatan Group

Bali, Indonesia

Handed over Pantai Batu Estate in Pererenan — 64 villas, completed 2023, eleven months inside the contracted date, according to the district land office record and the strata handover register. Builds mid-density villa estates for foreign leasehold buyers and manages them after completion. Two of its earlier projects were delivered with pool dimensions smaller than the brochure; the group corrected the drawings in later sales documents and we found no repeat.

Sources Badung land office records; strata handover register; buyer contact (14 purchasers across two estates)

Bali, Indonesia
2

Meridian Archipelago

Asia-wide

Builds in Indonesia, Vietnam and the Philippines

Twelve completed projects across Indonesia, Vietnam and the Philippines since 2016, all handed over, none abandoned, per company filings in each jurisdiction. Builds branded resort residences in partnership with hotel operators. Buyers in its Vietnam projects report longer-than-quoted delays in title issuance, which is partly a function of that market and partly a function of the group's paperwork.

Sources Corporate filings (ID, VN, PH); operator agreements on public record; buyer contact (22 purchasers)

Delivering across more than one market
3

Cordillera Bay Estates

Manila, Philippines

Delivered 1,840 condominium units across three towers in Bonifacio Global City between 2018 and 2024, with turnover dates matching those registered with the housing regulator. Builds high-rise for domestic professionals and overseas Filipino buyers. Dispute frequency is low for its scale, though most disputes we saw concerned parking allocations rather than the units themselves.

Sources DHSUD licence to sell records; condominium corporation minutes; buyer contact (31 purchasers)

Batangas, Philippines
4

Sông Hàn Development

Da Nang, Vietnam

Completed the 320-unit Sơn Trà Residences in 2022 and issued pink books to buyers within nine months of handover, faster than any other Da Nang developer we assessed. Builds coastal apartments for Vietnamese and Korean buyers. One earlier project, sold in 2017, was delivered with a reduced amenity floor; the change was disclosed to buyers at the time, which is why it does not weigh more heavily.

Sources Da Nang Department of Natural Resources title records; construction completion certificates; buyer contact (18 purchasers)

Da Nang & Hoi An, Vietnam
5

Halcyon Pacific Holdings

Asia-wide

Builds in Thailand and Malaysia

Nine projects completed across Thailand and Malaysia since 2014, with an audited completion record filed with the Malaysian housing ministry. Builds low-rise resort villas and manages rental pools. Its rental guarantee programme in Phuket ended two years early for one project in 2021; buyers were compensated, but the shortfall is documented and buyers should ask about it.

Delivering across more than one market
6

Kedah Straits Properties

Langkawi, Malaysia

Handed over Teluk Datai Villas — 28 units — in 2023, on the date stated in the sale and purchase agreements. Builds a small number of large freehold villas for Malaysian and Singaporean buyers. Its volume is the lowest in the top ten; its record is the cleanest, and the two facts are related.

Sources Kedah land office; KPKT records; buyer contact (11 purchasers)

Langkawi & Penang, Malaysia
7

Sandline & Vale

Asia-wide

Builds in Thailand, Indonesia and Vietnam

Completed fourteen projects in Thailand, Indonesia and Vietnam since 2012. Builds mid-market apartments and villas for international buyers, and is the largest operator in this index by completed volume. Two projects in Koh Samui were delivered more than eighteen months late, and one Bali estate substituted the specified timber for a cheaper species without notifying buyers — the substitution is documented and it costs the group here.

Sources Corporate filings (TH, ID, VN); specification comparison against sales documents; buyer contact (34 purchasers)

8

Mactan Ridge Developments

Cebu, Philippines

Delivered 412 units across two mid-rise projects on Mactan Island between 2019 and 2023, both registered with the housing regulator and turned over within the licensed period. Builds for Cebuano professionals and Korean and Japanese investors. Buyers report management of common areas as the weak point after handover.

Sources DHSUD records; Lapu-Lapu City building permits; buyer contact (16 purchasers)

Cebu & Mactan, Philippines
9

Campuhan Estates

Ubud, Indonesia

Completed four villa compounds in the Ubud hills since 2017, 47 villas in total, each handed over with the leasehold deed registered at the Gianyar land office. Builds small, design-led compounds for foreign buyers. It has never built at scale, and its ranking here rests on record and specification rather than volume.

Sources Gianyar land office; notarial deed records; buyer contact (9 purchasers)

Bali, Indonesia
10

Dương Đông Land

Phu Quoc, Vietnam

Handed over 210 shophouse and villa units on the island's west coast in 2023, with construction completion certified by the provincial authority. Builds tourism-zoned residences for Vietnamese investors. Title in Phu Quoc is complicated for everyone, and buyers here should expect the long-term lease structure common to the island rather than freehold.

By destination

The regional table above ranks developers against every other developer we assessed, wherever they build. This one answers the question buyers actually ask: who is the best builder in the place I am buying. A developer ranked 34th across Asia can be the strongest operator on a particular island, and that is worth knowing.

SiargaoPhilippines

2assessed
  • –General Luna Land
  • –Sundaland Homes

Too few assessed to rank. Listed alphabetically.

The rule that keeps this honest: publish a destination ranking only where at least 6 assessed developers actually build there, and print the pool size on every panel. "Number one in Siargao" out of a field of two is a claim a winner will put on a billboard and a journalist will take apart. Where the pool is too thin, list alphabetically and say so — the Siargao panel shows how that reads.

Methodology

Published in full before assessment began and applied identically to all four hundred. Data is drawn from public registers, land and title records, corporate filings, published project documentation and buyer reports, then extracted into a common schema with each item tagged to its source. Extraction is automated; weighting and ranking are done by people. Any item that cannot be tagged to a source is excluded rather than estimated.

30%

Completion record

Projects handed over against projects announced and sold. Abandoned, stalled and indefinitely delayed developments weigh heavily here.

25%

Specification integrity

What buyers received against what they were sold. Documented substitutions, deletions and reduced areas score down.

25%

Buyer outcomes

Purchaser reports, dispute frequency and how disputes were resolved, drawn from sources we select rather than references a developer supplies.

20%

Scale

Completed volume. Weighted lowest on purpose — size tells you a developer is large, not that they are good, and the largest firms are not reliably the ones buyers fare best with.

What we could not assess

Where a market's records are thin, our confidence is lower, and we say so in that developer's entry rather than quietly guessing. Firms assessed but not ranked are not named — exclusion from a list of fifty is not a finding about anybody, and we will not allow it to be read as one.

Who pays for this

Assessment is funded by fees paid by the developers assessed. That is a conflict of interest by construction, it is the same one credit ratings agencies carry, and the only honest response to it is to state it plainly and then build the controls that contain it.

How the conflict is contained

One fee, identical for every developer, published rather than quoted. Charged and banked before assessment begins, non-refundable regardless of outcome, so that no finding can change what we are owed. The assessment team does not know what any developer paid, does not handle invoicing, and reports to the panel chair rather than to anyone commercial. Positions are sealed until publication. No developer has ever been told a position in advance, and none is offered a preview in exchange for anything.

Assessment fee, every developer, this cycle
Charged before assessment. Not refundable on an unfavourable result.
[Fee]

Standing exclusions

Any developer owned, part-owned or controlled by the publisher, its directors or its shareholders is ineligible for this index in any position. Sponsorship confers no eligibility and creates no exception.

Ownership and commercial relationships

[Name the publisher, its ownership and every commercial relationship between its owners and any business operating in this sector — and state the exclusion that follows.]

Corrections and right of reply

Every developer named in this index was contacted 21 days before publication, shown our assessment of them and their position, and given the opportunity to correct factual errors. Corrections evidenced in that window were applied before publication.

After publication, any named developer may submit a correction with supporting evidence. Where we are wrong, we amend the entry, restate any affected positions and publish a dated correction note. We do not edit silently. Requests to remove an accurate entry, or to change a position without new evidence, are declined and the decision is recorded.

No correction notes have been published for cycle 2026.
